The Levels of Service (LoS) that define the need for and extent of the project are identified and recorded. Where it is clear the project delivers more than one LoS the project will be divided into separate project drivers. Each of the drivers will be considered as a stand alone project and each will follow the cost allocation process.
It is important that the levels of service are clearly defined in a manner that relates to the capacity of the infrastructure to deliver the service. For the purposes of this cost allocation methodology the service levels adopted relate to the measures used to define the extent of the project.
