Back Charge Screen

The model acknowledges there is no mechanism in the current rating policies managed by Council to differentiate rating between the existing and the incoming community. Therefore the model acknowledges the 'backlog' rating charged to the incoming community as being effectively a charge to support the growth infrastructure. The cumulative impact of this rating charge on the incoming community is considered as a 'backlog credit', reducing the capital requirement for that infrastructure.

The Backlog costs will be contained within a blue border.

The Growth costs will be contained within an orange border.

Growth and Backlog start and end dates may vary, and will be defined at the bottom of the screen.

This screen must be saved before progressing to the next.

Accumulated incoming units.

new arrivals

The number of units allocated to the incoming population.

deduction

A calculated rate on which the deduction will be based.

 

The calculated rate will display in orange.

 

Once this screen has been saved, the rate will display in black and will be saved to the database.

opening forward

The closing balance from the previous year.

annual capex

Equal to the deduction amount.

debt

opening balance + annual capex

interest

Calculated interest based on debt *debt rate.

 

Debit rate as defined in Settings.

rates income

Income based on the rates charge.

closing balance

Closing balance, calculated as debt + interest - rates income
